Global Changes Think Tank
In October 2007 the Local Strategic Partnership established a Global Changes Think Tank to consider the twin impacts of climate change and Peak Oil. The membership of theThink Tank is drawn from LSP members, The Transition Town movement and Council officers. Others are invited to Think Tank meetings and provide evidence.
Work Programme
The topic area is huge and with the agreement of the LSP the Think Tank has separated the main issues out and is tackling each over a period of time. The subject areas agreed for early consideration were:
General framework for addressing the impacts of climate change and Peak Oil
Role of Land use Planning
Housing
Transport; and,
Food
The Think Tank / LSP is using a 5-step process to arrive at a final report and recommendations for each topic:
Step 1: Think Tank Inquiry Session.
Think Tank members invite evidence from interested parties on the given topic and consider the implications for the District. This results in the production of a preliminary Think Tank report which is submitted to the LSP.
Step 2: LSP Considers Preliminary Report.
The LSP considers the preliminary Think Tank report and agrees any changes. This then becomes the preliminary LSP report that is published for wider consultation with local people and interests.
Step 3: Consultation. Formal consultation is undertaken on the preliminary LSP Report.
The consultation period is a minimum of 3-months.
Step 4: Final Report.
All consultation results are collated and a final report produced for the LSP to consider and adopt.
Step 5: Publication.
The final report of the LSP is published and recommendations taken forward by partners.

There is a sixth step to be undertaken in due course, which is to review and revise progress. This will be done within the context of the new Sustainable Community Strategy, which has a strong focus on climate change and Peak Oil.
