Responsibilities of Stroud District Council

WASTE

Collecting waste and taking it to Landfill – The weekly Refuse Lorry comes to Whitminster on a Wednesday.

RECYCLING

Collecting Recyclables, currently bi-weekly on a Wednesday.

STREET CLEANING

Roadside litter collection, road sweeping, Stroud Town Centre cleaning, other towns are done by their Town Council. Other Highway matters, like road maintenance, gritting in snow, road building, are the County Council’s responsibility.

REGENERATION and TOURISM

Promoting this around the District, including Cotswold Canal Restoration, Village Hall restoration, Grant Funding for Voluntary and Community Groups. SDC has helped bring the Cinema to Stroud, re-open Wotton-u-Edge Cinema, Upgraded several public toilets in the area, and the like.

PLANNING and DEVELOPMENT CONTROL

The planning Department at SDC determines Planning Applications, ranging from house extensions, one dwelling applications, to major sites, such as the old Lister site in Dursley, the proposed Hunts Grove site at Hardwicke, as well as industrial works, but does not control development at waste sites, major sites, eg The Old Airfield at Moreton Valence, or on land owned by the County Council, as this is County Council responsibility. There is a Planning Enforcement team to ensure that development is carried out in accordance with Planning Control.

COUNCIL TAX

Sets and collects Council Tax to fund it’s own programme, but collects Council Tax on behalf of the County Council, the Police Authority, and Parish Councils from all households in the District, then passes it on to those Authorities.

COMMUNITY SAFETY

Works in close co-operation with the Police to promote and enhance Community Safety across the District. The Neighbourhood Warden Scheme is a good example of this.

COUNCIL HOUSING

Provides and maintains affordable housing for it’s tenants across the district, and continues to work with Housing Associations, and Registered Social Landlords to provide more. Included in this is Sheltered Accommodation for the elderly.

LEISURE

Runs Stroud Leisure Centre, (via a Management Company), The Museum in the Park, Dursley Pool.

HEALTHY LIVING

Involvement with the campaign to save Stroud Hospitals. Concessionary bus and taxi fares. Blue Badge Parking Permits. Environmental Health Dept. covers issues ranging from excessive noise and smells, to food hygiene in public places, etc.

LICENSING

Responsible for licensing Taxis and Private Hire vehicles, Pubs, Clubs, Takeaway Shops, Restaurants, Village Halls. Issues Alcohol and Gambling Licences. Caravan and Camp Site Licences.

ELECTIONS

Organises Local Elections, ie Parish/Town, District and County Council Elections, as well as European and General Elections. Is responsible for publishing the Annual Register of Electors.(Electoral Roll).
