In order to be truly effective in combating hate crime and incidents, it is vital that the Gloucestershire Hate Crime & Incident Strategic Group provides guidance and a clear understanding of what constitutes hate incidents, hate crimes and specific types of prejudice. This will ensure that the response, support and information provided to victims is consistent across the County and any statistical monitoring or analysis carried out will also be meaningful.

To this end, the strategic group has defined Hate as;

‘Any incident or crime, which is felt by the victim or another person to be motivated by prejudice or hate’.
